Vernon J. Edwards is a researcher, writer, and lecturer in Federal contracting, a regular contributing author to The Nash & Cibinic Report, and a member of the Procurement Roundtable.
Mr. Edwards was a contract negotiator and contracting officer for the United States Air Force from 1974 through 1981 and worked in a number of Air Force weapon system program offices, including Space Development Plans, Advanced Ballistic Re-entry Systems, Defense Meteorological Satellites, and Space Defense Systems.
In 1982, Mr. Edwards was appointed a tri-services contracting officer and negotiated independent research and development and bid and proposal cost ceilings for the Department of Defense and for the National Aeronautics and Space Administration. In 1983, he was appointed Chief, Plans Division, Deputy for Contracting and Manufacturing, at Headquarters, Air Force Systems Command. In 1984, he was appointed to the Contract Review Committee at that Headquarters.
Mr. Edwards was Chief of Construction Contracting for the Bonneville Power Administration, U.S. Department of Energy, from 1984 until 1986.
From 1987 until 1998, Mr. Edwards was a member of the faculties of The George Washington University, School of Business and Public Management, government contracting program, and of The George Washington University Law School Government Contracts Program.
Mr. Edwards' publications include Subcontracting Under the Federal Acquisition Regulation: A Primer; Questions and Answers About Best-Value Source Selection; How to Evaluate Past Performance: A Best-Value Approach; and Streamlining Source Selection with Oral Presentations, all of which were published by The George Washington University Law School Government Contracts Program. His articles about Federal procurement have been published in The Federal Acquisition Practitioner, The Nash & Cibinic Report, The Weapons Complex Monitor, and at Where in Federal Contracting? (www.wifcon.com). The National Contract Management Association published his book on award-term contracting in October of 2000. Management Concepts, Inc., published the second edition of his book, The Source Selection Answer Book, in March of 2006.
He is a graduate of the University of California at Los Angeles.
John Krieger is a consultant, researcher, writer, and lecturer in Federal contracting, a Certified Professional Contract Manager, and a Fellow of the National Contract Management Association.
Mr. Krieger was a contract negotiator, contracting officer, and policy analyst for the Air Force from 1981 through 1987, working in a number of major system acquisition program offices (e.g., Ballistic Missile Office, Defense Satellite Communications System Contracts, Space Launch and Control Systems Contracts). He was the contracting officer for the Titan IV Launch Vehicle program, the Air Force's first Acquisition Streamlining Program. After the Challenger disaster, he was the contracting officer on the Space Launch Recovery Program, directed by the Secretary of the Air Force and the National Security Council, which resulted in award of the Medium Launch Vehicle contract, the first Defense Enterprise Program (DEP) designated by the Air Force.
In 1987, Mr. Krieger was appointed to the Contract Clearance Committee at Headquarters, Air Force Systems Command. As the Deputy Director of Programs and Policy Implementation, he oversaw the work of the Command's six major product (buying) divisions and 21 other field organizations, encompassing over 3900 buying activity contracting personnel managing more than 15,000 active contracts valued at approximately $215 billion, with an annual budget of approximately $34 billion. Later, he was selected as the Chief of Policy Development, and appointed by the Department of Defense (DoD) as the first Chairman of the Major System Acquisition Committee of the Defense Acquisition Regulations (DAR) Council.
Beginning in 1991, Mr. Krieger spent 10 years with the Department of the Treasury, first as Chief, Policy and Procedures Branch, for the IRS, and then as the Head of the Contracting Activity and Chief Procurement Officer of the Bureau of Alcohol, Tobacco and Firearms. Immediately after 9/11, Mr. Krieger returned to the DoD as the Assistant Commander Contracts, Marine Corps Systems Command. He finished his Civil Service career with the Defense Acquisition University, first as the Director of the Contracting Center, which developed and maintained 30 contracting courses and 50 continuous learning modules, and, later, as a Professor of Contract Management in the Defense Systems Management College's Executive Department.
Mr. Krieger has had numerous articles published in Defense AT&L, Contract Management, Defense Acquisition Review Journal, and other publications.
Mr. Krieger possesses three master's degrees, including a Master of Science degree in Contract and Acquisition Management from the Florida Institute of Technology.
